Burundi: Disregard & loss of the spirit of the 2000 Arusha Accord

In november 2010 we could read:
"Jean Marie Gasana, an independent consultant on the Great Lakes, traces the current situation in Burundi to what he terms a "disregard and loss of the spirit" of the 2000 Arusha Accord, a power-sharing deal designed to steer Burundi from civil war to stable democracy."
The FNL's stronghold is Bujumbura rural. Jean Marie Gasana, one of the authors of the report on Early Economic Recovery in Fragile States Case study Burundi: operational. Jean Marie Gasana also writes about Rwanda.
Jean Marie Gasana's report in 2003 explains the power sharing in Burundi's negotiations. Interesting aritcle about Ijambo in which Jean Marie Gasana participated. In december 2010 Gasana said:
"The attitude of the ruling party and the prevailing political situation in the country provide all the ingredients necessary for anyone who can be tempted to use violent means to press for change to do so," he said. "We have already witnessed skirmishes in the past three months between government forces and unknown groups in various parts of the country."
